European telecom operators have prepared or started the commercial operation of IPTV
Many telecom operators in Europe have a positive attitude towards the IP television business, especially FastWeb in Italy, whose success in the IP television business has changed the wait-and-see attitude that many operators previously held. BT is conducting DSL based IPTV testing to officially launch this service at the appropriate time in 2005. British Telecom CEO Ben Verwaayen stated that they are conducting tests on devices from various equipment manufacturers from both East and West. North American telecom operators are leading the way in developing IPTV, with stable progress
In the television business market of North American telecommunications operators, traditional Canadian telecommunications companies are at the forefront. Manitoba Telecom (MTS) and SaskTel have already opened IP television services in VDSL and ADSL networks, and Telus and Bell Canada also plan to enter this market in 2005. Terminal equipment manufacturers have successively launched IPTV solutions

In Israel, Orca Interactive, a leading provider of IPTV solutions, announced on September 8th that it has signed a joint agreement with HP to jointly promote a VOD on-demand solution with an open architecture based on industry standards over IP networks. Afterwards, Orca announced the creation of a new development record in the history of the IPTV industry. They successfully utilized their RightTv 4.2 solution along with HP's servers and operating system to simulate support for 500000 users. This is the first time an IPTV solution has been able to support so many users, with previous records only supporting up to 100000 people. Orca stated that even with an increase in users, the average response time remains relatively stable, indicating the possibility of further upgrades. This experiment was completed at HP's laboratory in Paramus, New Jersey. 500000 users can generate an average of 123000 action requests per minute, with an average response time of 3.5ms.
